Bulk sampling material to determine whether it is asbestos-containing material is Class III asbestos work according to OSHA. When sampling you need to establish a regulated area, conduct exposure assessments, use wet methods, and wear respiratory protection. Note that Class III work that disturbes surfacing or TSI always requires respiratory protection.
